A ruling late last week by Superior Court Judge Allen Baddour said the state and the NC DHHS violated a portion of the North Carolina Persons With Disabilities Protection Act. The court found that a lack of community supports left individuals with I/DD at higher risk for institutionalization in order to receive care.
