Foster Care Specialty Plan Postponed

Based on feedback already received, NC DHHS has postponed the Foster Care Specialty Plan (FC Plan) implementation from July 1, 2022 until July 1, 2023.  The Department will establish a Foster Care Plan Workgroup that will support the development of an interim and long-term plan for children in foster care.  Interested individuals/groups should notify the Department at Medicaid.NCEngagement@dhhs.nc.gov.

During this planning period NC DHHS will be seeking feedback on the plan with several goals in mind:

• minimize transitions required of children while Medicaid Transformation is rolled out;
• ensure integrated care;
• use the existing resources already developed through primary care and the LME/MCO systems;
• offer increased coordination of care for children in foster care;
• seek needed legislative changes prior to a projected 2023 start date;
• explore needed changes to work with children and families earlier;
• align the FC Plan with requirements in the federal Family First Prevention Services Act. 

During the Spring Conference, i2i will host a Catch Up Meeting on the Foster Care Plan with State agency staff to offer attendees an opportunity to give feedback, hear about plan progress and ask questions.
